As if often the case we occasionally misplace (forget) the location of a feature even when it is staring us in the face.
Recently I needed to configure a profile handler for my WebSphere Portlet Factory application and I could NOT remember where to look. It's pretty logical, since it 'handles' the selection of a profile it should be associated with the Profile editor.
As you can see in the image that follows is it one of the tabs exposed in the profile set editor:
